The Public Housing Renewal Program (PHRP) developed 2,500 public housing dwellings across Victoria and increased the number of social housing properties by at least 10% across metropolitan and regional sites.

The project was part of Homes for Victorians – a $2.7 billion package of initiatives aimed at addressing housing and homelessness. Through the delivery of purpose-built housing, the development increased the amount of public and affordable housing, and promoted community integration between public and private residents.

MBM was engaged as the managed services advisor for Package 1 which comprised the redevelopment of Brighton, Flemington and Prahran estates. A customised two-stage RFP process was required with proponents having the opportunity to attend interactive tender workshops and put forward interim submissions prior to progressing to committed offers in the next stage.

The interim submission process required MBM to assist in the preparation of a report back to Government on funding requirements based on market responses to ensure an efficient procurement process which resulted in value for money for Government.
